The Senate has killed an effort by the House to raise the government's borrowing cap.

Democrats and several Republicans killed the measure put forth by House Speaker John Boehner by a 59-41 vote Friday night, just minutes after it arrived from the House. Democrats opposed the measure because it would require another painful debt-limit debate early next year.

The move continues a standoff over the debt limit but could set the table for negotiations this weekend on compromise legislation that could pass the Democratic Senate and the GOP-controlled House before an Aug. 2 deadline to prevent a potentially disastrous default on U.S. obligations like interest payments and Social Security checks.

Appearing alongside Senate Majority Leader Harry Reid (D-Nev.) at a press conference Friday night following the Senate's vote to table Speaker John Boehner's (R-Ohio) debt ceiling bill, Sen. Chuck Schumer (D-N.Y.) had harsh words for his Republican colleagues.

"If they don't like it, even though it seems like a prescription drawn from their needs, what do they want as an alternative?" Schumer asked. "Instead, what do they do -- they just filibuster."

"The country's in crisis," he added. "This is not a time for politics as usual."

Reid's Plan Gets New Score: $2.4 Trillion In Cuts

The Congressional Budget Office has revised its score of Senate Majority Leader Harry Reid's (D-Nev.) debt ceiling legislation, determining that it would save either $2.2 trillion or $2.4 trillion over the course of ten years, depending on different baselines.

Reid unveiled a new debt ceiling bill Friday night that strongly resembles a plan first suggested by Sen. Mitch McConnell (R-Ky.), the minority leader.

The legislation was revised from an earlier version. It contains new language to root out waste in different government programs in addition to further reducing caps on discretionary spending. The plan continues to rely on more than $1 trillion in savings that are expected to come from the drawing down of the wars in Afghanistan and Iraq. It would also allow "appropriations above the discretionary caps" for the next ten years to "help identify improper payments of unemployment compensation."

Counting the so-called peace dividend, the plan would save $30 billion in 2012 and $100 billion in 2013.

But in what looks like another major compromise, Senate Democrats have adopted a three-step plan for hiking the debt limit, first proposed by McConnell. In the scheme, the Congress would give the White House the authority to raise the debt limit, while retaining only the authority to disapprove by a supermajority vote.

A first increase would be a two-part jump that would hike the debt cap by $1.2 trillion, with the first $416 billion being free from any disapproval. That step would ensure a default is avoided if the measure is passed quickly.

The Senate and House could object to the rest of that money. The next $1.2 trillion would be authorized after the president certifies that the nation is within $150 billion of the new ceiling.

Senate Kills The House Debt Bill

After all the drama of House Speaker John Boehner trying to get his get his budget-cutting, Constitution-amending debt bill though the House, the Senate voted to kill it after a short, snippy debate between the party leaders.

The Senate voted 59 to 41 to table the House bill, but not before Senate Majority Leader Harry Reid (D-Nev.) and Senate Minority Leader Mitch McConnell sparred a bit for the cameras.

McConnell interrupted Reid to make him an offer: Republicans would be willing to vote on Reid's plan immediately, and to sweeten the offer, he said the House was prepared to follow suit Saturday at 1 p.m.

Reid didn't bite. Likely still trying to line up 60 votes to break a filibuster, he asked if McConnell would agree to "the same type of simple majority vote they had" in the House

But McConnell was not about to give up the edge, and mocked the suggestion.

"Let me say, this is almost an out-of-body experience," he said.

"It is obvious to the world, there is now another filibuster," Reid shot back, before calling the vote to table the plan.

Six conservatives joined the Democrats in opposing the House bill from the right: Sens. Jim DeMint (R-S.C.), Rand Paul (R-Ky.) Mike Lee (R-Utah), David Vitter (R-La.), Lindsey Graham (R-S.C.) and Mark Kirk (R-Ill.)

Reid then filed for cloture on his plan, with a vote set for 1:00 a.m. Sunday.

Conrad: McConnell Won't Negotiate With Reid

During an appearance on MSNBC on Friday night, Sen. Kent Conrad (D-N.D.) said that Senate Minority Leader Mitch McConnell told Senate Majority Leader Harry Reid that he would not work with him to negotiate a compromise to raise the debt ceiling. According to the North Dakota Democrat, the Republican leader indicated, however, that he would be willing to engage in talks with the president.

House GOP To Vote Down Reid's Debt Proposal On Saturday

The House will hold a Saturday vote on the debt plan offered by Senate Majority Leader Harry Reid (D-Nev.) just to show that it can't pass, a senior GOP aide said Friday.

Brad Dayspring, a spokesman for House Majority Leader Eric Cantor (R-Va.), took to Twitter with the news.

"BREAKING: House to vote on @SenatorReid's Debt Ceiling bill tomorrow - will show not capable of passing," he tweeted.

The GOP plan is largely for theatrics; their aim is to fully display that Reid's bill, in its current form, lacks the support to pass the House. News of their plan comes at the same time the Senate is lining up a Friday night vote on the House GOP debt plan, which is expected to crash and burn in the Senate.

The House is scheduled to go into session at noon on Saturday and move to vote around 1:00 p.m.

White House Reacts To Passage Of Boehner Bill

White House spokesman Jay Carney released the following statement Friday night:

The bill passed today in the House with exclusively Republican votes would have us face another debt ceiling crisis in just a few months by demanding the Constitution be amended or America defaults. This bill has been declared dead on arrival in the Senate. Now that yet another political exercise is behind us, with time dwindling, leaders need to start working together immediately to reach a compromise that avoids default and lays the basis for balanced deficit reduction.

Senator Reid’s proposal is a basis for that compromise. It not only achieves more deficit reduction than the bill passed in the House today and puts a process in place to achieve even more savings, it also removes the uncertainty surrounding the risk of default. The President urges Democrats and Republicans in the Senate to find common ground on a plan that can get support from both parties in the House – a plan the President can sign by Tuesday.

McConnell: It's Up To Reid To Compromise

After Senate Majority Leader Harry Reid (D-Nev.) declared it's up to Minority Leader Mitch McConnell (R-Ky.) to compromise and pass a debt ceiling bill in the Senate, McConnell said in a statement that Reid should pass the House bill instead.

The House has now passed its second bill in two weeks that would prevent a default and significantly cut Washington spending. The Senate is a different story. Rather than working towards a solution to this crisis the way the Republican majority in the House has, the Democrat majority here in the Senate has been wasting precious time rounding up ‘no’ votes. Rather than come up with a bill that can pass, they’ve been busy ginning up opposition to everything else. Now it’s time for them to act. I eagerly await the Majority Leader’s plan for preventing this crisis.

Boehner Debt Bill Passes House, Heads To Likely Defeat In Senate

The House of Representatives passed a bill on Friday to raise the debt ceiling and cut $22 billion from next year's spending. The bill, passed as part of a power play by Speaker John Boehner (R-Ohio), will nonetheless die in the Senate later Friday evening.

Just four days before the government may begin to default on its loans, the House voted on the bill after two earlier versions failed to win over anti-spending stalwarts in Boehner's party. The Senate is expected to immediately strip it of its content and replace the language with that crafted by Majority Leader Harry Reid (D-Nev.). A vote to begin debate on that measure is slated for later Friday evening.

By altering the content of his bill, Boehner was able to win the support of 218 members of the 240-member Republican conference. In the process, however, he further alienated House Democrats, none of whom ended up supporting his plan.

Democrats Outline Path To Passage For Debt Deal

At a briefing with reporters late Friday afternoon, a group of top Democrats familiar with debt ceiling negotiations laid out the increasingly narrow path that they see for getting a bill passed into law.

It is expected that Speaker John Boehner (R-Ohio) will have the votes needed to get his bill through the House of Representatives when it comes to a vote on Friday evening. It will then be adopted by Majority Leader Harry Reid (D-Nev.) and entirely replaced with legislative language that his office is working on with Senate Minority Leader Mitch McConnell (R-Ky.). Because Reid is set to file for cloture on the bill before midnight on Friday, the window to work out the remaining difference is precariously small. According to the Democratic officials, it could be as short as four and a half hours.

The goal is to target moderate Republican Senators as well as those who have worked on other debt-reducing compromises in the past to help reach 60 votes. At the briefing, the Democratic officials specifically listed Sens. Scott Brown (R-Mass), Lisa Murkowski (R-Alaska), Bob Corker (R-Tenn.) and the GOP members of the Gang of Six as targets. Sen. John McCain (R-Ariz.), who has warned against the dangers of default, and John Thune (R-S.D.), who has suggested that Reid's bill would pass the Senate, were also mentioned as potential "yes" votes.

Boehner: White House, Dems Have Offered No Plan

Speaker Boehner defended his bill before the vote, saying he has presented multiple plans while the other side has offered nothing.

"I stuck my neck out a mile to try to get an agreement with the president of the United States," Boehner said on the House floor. "But a lot of people in this town can never say yes."

Moody's Says U.S. Could Keep AAA Rating

Moody’s Investors Service said today it expects the U.S. will get to keep its AAA credit rating, "albeit with a shift to a negative outlook," provided Congress and the White House can work out a deal to avoid missing payments to U.S. bondholders.

Obama Loses Huge Number Of Twitter Followers

President Obama's Twitter account, @BarackObama, has been exceedingly active today -- and he's paying for it in Twitter followers. After Obama's 10:30 a.m. press statement on the debt ceiling, @BarackObama started tweeting to his followers to encourage their congressional representatives to "to support a bipartisan compromise to the debt crisis."

The account has sent more than 100 tweets this afternoon targeting Republican congressmen on Twitter on a state-by-state basis, saying for example, "If you live in Maine, ask @SenatorSnowe and @SenatorCollins to support a bipartisan compromise to the debt crisis."

This massive tweet output is likely what's driving a drop of more than 17,000 Twitter followers over the course of the day. Yesterday, @BarackObama had 9,396,253 followers. As of 4:30 p.m. today, he has 9,379,204 -- a drop of 17,049 -- and falling.

The drop isn't surprising, given the number of tweets published from the account today. Social media experts frequently recommend limiting tweets because they can overload average Twitter users' feeds.

If a Twitter user isn't following many people, their incoming stream of tweets could be overwhelmed by a sudden, large output. The high volume of tweets from Obama today was likely startling to these followers, given that his account doesn't usually tweet more than a few times a day.

Twitter user James Hare made an interesting point about this new Obama Twitter strategy: Is it really helping Republicans in the end?

"For the love of Kennedy, @BarackObama. Stop with the tweeting. It's getting old and giving Republicans undeserved new followers."

Rand Paul Predicts Debt Ceiling Will Be Raised

During an appearance on Fox News' "America Live with Megyn Kelly" on Friday, Sen. Rand Paul (R-Ky.) predicted that lawmakers in Washington will ultimately approve a plan to raise the debt ceiling.

"The debt ceiling will go up, but I’m not sure the country will be better off for it," he explained on the program. "I think our debt is going to be downgraded simply because no one believes that we’ve got our fiscal house in order, no one believes that we are going to balance our budget."

As for a newly-revised proposal put forth by House Speaker John Boehner to lift the deficit limit Paul said, "I’m not sure why we’re submitting a second plan when the Democrats rejected our first plan and they’ve already promised to reject our second plan."

The 'Last Train'

HuffPost's Mike McAuliff reports on what may happen if and when Boehner's bill passes the House and is tabled in the Senate, paving the way for Harry Reid's plan:

Because of Senate parliamentary rules, if Reid gets the legislation rolling at some point Friday, as he promised in his news conference, then the Senate would have to hold a series of votes that could not finish until Tuesday unless all the Republicans relented. It will be hard enough, as Reid suggested, just to get the few GOP senators needed to advance through a 60-vote filibuster threshold.

Schumer said another compromise or two and the gravity of the situation should make it possible for Republicans get on board.

"Since it will be the last train leaving the station, we expect Senate Republicans will give it a long, careful look," Schumer said.

Senate Dems Prepare For All-Nighter

Senate Democrats said Friday that they are prepared to debate Harry Reid's debt ceiling plan all night Saturday night, and into Sunday morning, unless Republicans agree to compromise, the New York Times reports.

With action still uncertain in the House, Senate leaders described a bare-knuckled plan that would culminate in a post-midnight Saturday vote on the debt ceiling plan developed by Senator Harry Reid of Nevada, the majority leader.

“That would be the vote to avoid default,” Senator Charles E. Schumer of New York declared to reporters during a news conference on Capitol Hill Friday morning.

If Republicans filibuster that vote, Democrats say they are prepared to repeatedly require Republicans to object to the bill’s passage, keeping them in their seats for hours and creating a middle-of-the-night legislative spectacle for the cameras.

Regardless of Debt Deal, Economy Likely To Suffer As Government Cuts Spending, Experts Say

The U.S. economy will continue to sputter over the next several months regardless of whether lawmakers increase the federal government's borrowing limit as the two major deals to raise the debt ceiling both involve significant spending cuts, economists said Friday.

The nation's output climbed by a feeble 1.3 percent annual rate last quarter, following a 0.4 percent rise during the first three months of the year, according to Commerce Department figures released Friday. The economy's growth rate so far this year has been significantly below expectations.

To prevent another downturn, Federal Reserve Chairman Ben Bernanke has urged Congress at least six times over the past year not to cut short-term spending, warning lawmakers that a pullback by Uncle Sam could cripple the weak economy.

Nevertheless, despite these repeated pronouncements, Democratic and Republican policy makers have resolved to cut federal spending, insisting that a new age of austerity is needed in order to cure spiraling budget deficits. Legislators also are feeling pressure from the major credit rating agencies, which have announced that they may yank the nation's sterling AAA rating if lawmakers don't put forward a credible plan to balance the government's books.

"More fiscal restraint, while needed to avert a debt-rating downgrade, also does not appear to be a recipe for a stronger second half," Mark Vitner, a senior economist at Wells Fargo Securities, wrote in a note to clients on Friday.

Vitner reckons that decreased government spending in the first half of the year hurt the economy's growth rate. State and local government spending dropped by a rate of 3.4 percent in the first two quarters, he said. Federal outlays fell at a rate of 9.4 percent in the first three months of the year, though it slightly rose at a 2.2 percent clip in the second quarter.

President Barack Obama's floundering economic recovery is "the weakest on record," said Paul Dales, senior U.S. economist at Capital Economics, in a note to clients.

A further pullback in spending will continue to dampen prospects for the kind of rally that could begin to lower the nation's 9.2 percent unemployment rate.

House Gets One Minute Of Debate On New Boehner Bill

The House will spend one minute of debate on the newly-amended debt proposal put forward by Speaker John Boehner (R-Ohio), House aides confirmed.

A House Democratic advisory sent out Friday informs members that there is "approximately 1 minute left" of general debate on Boehner's original bill, which was debated for hours Thursday but ultimately pulled down when GOP leaders realized they didn't have the votes to pass it. That bill has since been amended to include a new provision -- a vote on a balanced budget amendment -- that will help convert several Republicans' "no" votes into "yes" votes.

"All the general debate was used yesterday except one minute," said a senior GOP aide. Today's debate "is the completion of general debate."

A senior Democratic aide clarified that Boehner, House Majority Leader Eric Cantor (R-Va.) and House Minority Leader Nancy Pelosi (D-Calif.) can speak for as long as they want during the minute and it won't go against the time. But beyond their comments, the rest of the House has one minute to lodge their comments on the newly amended bill.

Of course, there are procedural steps that will add hours to the debate. Before debating the amended bill, the House will spend one hour debating a rule allowing debate to proceed and another hour on a rule allowing the body to amend Boehner's bill. From there, the House will get their one minute of debate on the newly amended bill, followed by several minutes on another procedural motion allowing Democrats to send the bill back to committee for changes, and finally, presuming that vote fails, a vote on final passage.

The House kicked off its debate on the procedural steps at 2:00 p.m Friday.

What I do believe is that as more and more folks have focused this week on the kind of process we’re going through just to resolve this one time, the prospect of doing it again in just a few months -- which essentially means that we’d be living with this uncertainty, steadily, from now until the next time -- the prospect of trying to do this, as suggested by some stories I’ve read about how they’re fixing the measure or changing the measure, moving it -- making it more partisan -- that it would make it even more difficult and more impossible to essentially hold the American economy hostage to a two-thirds vote to amend the Constitution -- amend the Constitution or default is a highly dangerous game to play.

Club For Growth Flips On Boehner Bill

House Speaker John Boehner (R-Ohio) picked up momentum for his debt bill Friday afternoon, as the influential conservative group Club for Growth announced it would no longer count a vote for Boehner's bill against Republicans when deciding whether to run a primary challenger against them.

Club for Growth VP of Government Affairs Andrew Roth wrote in an email Friday:

After reviewing the newly amended language in the Budget Control Act of 2011, the Club for Growth has withdrawn its key vote against the new Boehner Plan.

Counties In Eric Cantor's District May Lose AAA Credit Rating

HuffPost's Amanda Terkel reports:

Moody's Investors Service is warning 162 local governments that they risk a downgrade of their AAA credit rating because of the federal government's inability to come to an agreement on a plan to raise the debt ceiling.

The affected local governments are most heavily concentrated in Virginia and Massachusetts. One of the counties, Hanover, falls squarely in House Majority Leader Eric Cantor's (R-Va.) district. Parts of two more counties, Chesterfield and Henrico, are in his district as well.

"The ratings of these local governments, particularly those with a high economic dependence on federal activity, would be vulnerable to a downgrade of the U.S. government," said Moody's Senior Vice President Matt Jones.
